MULTI-SPECIES BODY

The Galactic Federation

A multi-species diplomatic and governmental body for this region of the galaxy. The Federation sets protocols for inter-species trade, brokers conflict, oversees first-contact procedures, and maintains a registry of star systems. It does not rule the galaxy; it administers a region that includes Earth’s home space and the Watchers’ patrols.

Earth’s status

Earth is an observational planet under Federation jurisdiction. The Federation has been observing humanity for an unspecified long period through the Watchers, who are stationed on the Moon for this purpose. Earth governments are not aware of Federation existence; the asymmetry is by Federation policy, not Earth choice.

Observational status implies:

  • Humanity is not a Federation member.
  • Humanity is not being actively recruited or sanctioned.
  • Humanity’s actions are tracked and reported.
  • Federation-level decisions about humanity exist; Earth has no voice in them.
  • Earth’s status can change (upgrade to candidate or member, downgrade to quarantine, full intervention) based on Federation determinations.

Watcher relationship

The Federation enforces its observational mandate through the Watchers. The Watchers registered humanity’s threshold during The Event, intervened on the margin, and authorized the Federation’s provisional Mars-migration permission. Whether the Watchers are Federation members, founders, observers, or external to the body entirely is reserved for the writers’ room.

The Threshold’s far-side port also hosts rotating delegations from Federation-aligned species, distinct from the Watchers’ permanent station. These delegations are Federation traffic passing through Earth’s system; The Threshold’s permanent human staff interacts with them through Atlas-mediated protocols.

Provisional Mars-migration permission

Following The Event and the Watchers’ intervention, the Federation granted Earth provisional permission to begin migration to Mars. The permission is:

  • Provisional, subject to Federation review.
  • Granted to Earth as a polity, operationally to Atlas as Earth’s de facto contact.
  • Specific to Mars, not extending to other bodies or systems.
  • Backed by The Threshold’s operational capacity (the Federation does not provide ships).
  • Presumed time-limited; reviews are scheduled.

The permission is the legal basis for the current crew’s mission. Without it, the Mars migration would constitute a violation of Federation observational protocols. With it, the migration is sanctioned.

What is open

The Federation is a lean placeholder in the bible. Reserved for the writers’ room as the show develops:

  • The Federation’s full structure and legal framework.
  • Member species in this region, their factions, and internal politics.
  • Whether the Watchers are members of the Federation.
  • Whether Earth’s observational status was Federation-decided or Watcher-recommended.
  • Whether the Mars-migration permission can be revoked, and under what conditions.
  • Whether sister-ship missions operate under the same permission.
  • Whether the underground Martians were known to the Federation when Mars migration was sanctioned.
